C11 Work Permit for Business Owners
Start or Operate Your Business in Canada
The C11 work permit allows eligible foreign entrepreneurs and self-employed individuals to establish or operate their own business in Canada without a Labour Market Impact Assessment (LMIA). Applicants must demonstrate that their work will create significant economic, social or cultural benefits for Canadians or permanent residents.
Who Can Apply?
This option may suit individuals who:
-
Control at least 51% of the proposed Canadian business.
-
Have the experience and skills needed to operate it.
-
Have sufficient business capital and separate funds to support themselves and accompanying family members.
-
Present a realistic business plan supported by credible evidence.
-
Demonstrate a temporary purpose and a clear plan for leaving Canada.
You do not need to purchase an existing business or have a Canadian partner. A new business may qualify when its proposed operations, funding and benefits are well supported.
What Makes a Strong Application?
A strong application explains more than the business idea. It shows how the applicant will put the plan into action and deliver meaningful benefits during the work-permit period.
Supporting evidence may include local market research, financial projections, ownership records, source-of-funds documents, operational preparations and a realistic hiring plan. Benefits could include meaningful employment, innovation, market expansion or improved access to services in an underserved community.
Important Considerations
C11 permits are generally issued for up to 18 months. Approval and extensions depend on meeting the applicable requirements. C11 does not provide automatic permanent residence, and work experience gained through self-employment or entrepreneurship does not count toward the Canadian Experience Class.
